KERJA SAMA DAN IKLIM ORGANISASI : PENGARUHNYA TERHADAP KINERJA ORGANISASI YANG DIMEDIASI PERENCANAAN STRATEGIS DALAM MEWUJUDKAN KESIAPAN TEMPUR ALUTSISTA

Abstract


Abstrak – Kondisi kesiapan tempur alutsista TNI AL belum dapat tercapai sesuai tujuan organisasi. Dari alutsista yang ada sebagian telah melampaui usia pakai (life time) dan belum dapat mencapai kesiapan tempur sesuai fungsi azasinya. Kebutuhan anggaran untuk melaksanakan pengadaan, pemeliharaan dan pemenuhan dukungan logistik telah dituangkan dalam perencanaan strategis. Proses penyusunan perencanaan strategis alutsista yang kompleks dan beragam jenisnya melibatkan berbagai satuan kerja, sehingga membutuhkan  kerja sama. Satuan kerja yang terlibat merupakan bagian dari organisasi struktural, sehingga proses bisnisnya sangat dipengaruhi oleh iklim organisasi dengan garis komando yang jelas dan khas di lingkungan TNI AL. Penelitian ini bertujuan untuk menganalisis pengaruh kerja sama dan iklim organisasi terhadap kinerja organisasi yang dimediasi oleh perencanaan strategis dalam proses penyiapan alutsista. Kebaruan penelitian ini merupakan pengembangan hasil penelitian sebelumnya yang masih terbatas, yaitu pada bidang militer atau Angkatan Laut, khususnya terkait konteks Alutsista. Penelitian ini menggunakan desain kuantitatif melalui pengujian hipotesis yang menganalisis pengaruh antar variabel penelitian. Sampel dalam penelitian diambil berdasarkan pertimbangan dengan tujuan tertentu sehingga data lebih representatif (purposive sampling), yaitu sebanyak 218 personel berpangkat perwira yang telah berdinas selama minimal 5 tahun di bidang alutsista. Teknik analisis data penelitian adalah Structural Equation Modelling (SEM) dengan software statistik Linier Structural Relationship (LISREL). Dari hasil penelitian didapatkan bahwa kerja sama dan iklim organisasi berpengaruh positif dan signifikan terhadap kinerja organisasi dan akan semakin optimal melalui peran mediasi perencanaan strategis. Percepatan modernisasi alutsista, penerapan sistem informasi yang aplikatif, percepatan penghapusan alutsista yang telah melewati usia pakai dan simplifikasi jenis alutsista perlu menjadi pertimbangan sejak awal tahapan perencanaan strategis menuju tercapainya kesiapan tempur alutsista.
