ENHANCING INSTITUTIONAL SYNERGY FOR EFFECTIVE DEFENCE DIPLOMACY: INDONESIA’S STRATEGIC ROLE IN STRENGTHENING COMPREHENSIVE REGIONAL SECURITY IN SOUTHEAST ASIA

Abstract


This research explores the critical role of institutional synergy in implementing defence policies, particularly within the context of defence diplomacy, to achieve comprehensive security in Southeast Asia.

The study is set against the backdrop of a shifting global geopolitical landscape, from a unipolar system to a multipolar one, and the rise of complex, non-traditional security challenges. It examines Indonesia's efforts to enhance collaboration among government bodies and agencies in the implementation of defence cooperation policies, utilizing a qualitative case study approach involving literature review, observations within the ASEAN Defence Ministers' Meeting (ADMM) framework, and interviews with policymakers.  

The study reveals that effective defence diplomacy and comprehensive regional security necessitate strong institutional synergy. It identifies challenges such as a lack of unified understanding of defence cooperation policies and insufficient inter-agency coordination.  

To address these, the research suggests enhancing understanding through effective dissemination and socialization, clarifying institutional roles and responsibilities, and establishing robust coordination and communication mechanisms.  

The findings emphasize that promoting institutional synergy will enable Indonesia to conduct defence diplomacy more effectively, play a more active role in building regional security, and address diverse security threats in Southeast Asia.
